Consequences of delegitimation

What happens when a legitimate democracy turns into an illegitimate autocracy? This paper challenges the dominant view that political legitimacy matters mainly because it creates a duty to obey the law or gives governments the power to change citizens’ legal and moral standing. Instead, it argues that legitimacy directly shapes the relationship between governments and citizens, especially when citizens consider actions that challenge or undermine the regime. Legitimacy places constraints on what citizens may permissibly do politically, even when those actions are legal. As a government becomes increasingly illegitimate, these constraints gradually weaken and eventually disappear.
